Winston Update

Contracts Finder publication change moves to 1 May 2027.

A change to how older procurements publish on Contracts Finder was due on 1 October 2026. It now starts on 1 May 2027. From then, award details for contracts still under the 2015 rules, including call-offs from older frameworks, are published on the Central Digital Platform instead.

  1. Procurement Act starts

Procurements already under way, and frameworks set up before this date, keep the 2015 rules.

  2. Original date, now deferred

The date first set for moving their publication off Contracts Finder.

  3. Award details move

Older-regime award details are published on the Central Digital Platform, not Contracts Finder.

Dates from SI 2024/716, SI 2026/360 and SI 2026/746. The 1 October 2026 date no longer applies.

For most suppliers, this matters when researching awards, for example finding who won a call-off under a framework set up before the Procurement Act. It does not change where new Procurement Act opportunities are published.

It applies to older procurements only.

Procurements under the Procurement Act 2023 already publish their notices on the Central Digital Platform. This change covers the procurements that still follow the 2015 rules.

Which procurements
Only those still governed by the Public Contracts Regulations 2015. That includes contracts awarded, frameworks concluded and dynamic purchasing systems set up before 24 February 2025, when the Procurement Act 2023 started.
What is not affected
Procurements run under the Procurement Act 2023. Their notices are already published on the Central Digital Platform, which suppliers use through Find a Tender.
When it starts
1 May 2027. It was due on 1 October 2026, but SI 2026/746, made on 30 June 2026, deferred it.
Until then
Nothing changes. Older-regime publication on Contracts Finder continues as it does now.

Award details move to the Central Digital Platform.

From 1 May 2027, the 2015 Regulations are read as if these details are published on the Central Digital Platform.

RecordFrom 1 May 2027
Call-offs from older frameworksThe contractor, the date the contract was entered into and its value are published on the Central Digital Platform instead of Contracts Finder.
Smaller (below-threshold) older-regime contractsThe contractor, date, value and whether the contractor is an SME or VCSE are published on the Central Digital Platform instead of Contracts Finder.
Older-regime contract and award noticesTheir details are no longer repeated on Contracts Finder. The notices themselves are published on Find a Tender.

Adjust where you look for award evidence.

The change is mainly about where to find award evidence for older contracts.

  1. 1

Know where award evidence will appear

If you research who holds contracts under older frameworks, keep checking Contracts Finder until 30 April 2027. For awards published from 1 May 2027, look on Find a Tender.

  2. 2

Read the date on any record you rely on

Award details published before 1 May 2027 were published on Contracts Finder. Work out which side of the date a record falls before concluding that it is missing.

  3. 3

Do not read it as Contracts Finder closing

The regulations change where these details must be published. They do not say that Contracts Finder will close or that its existing records will be removed.

What is not yet known.

No official guidance yet explains how these older-regime award details will appear on the Central Digital Platform. Winston will review this update when it does, or by 25 October 2026. The date could also move again: check the legislation before relying on it.

This update explains the published rule. It is not legal advice about a particular contract.
